A level 3 response is the highest level of emergency response declared by the Incident Commander of the Emergency. The criterion for its determination is based on the seriousness of the hazard and/or threat to life, health and property in a large area which involves the deployment of specialists and technical team, the manifold of emergencies operations, and the constant communication among multi‐jurisdictional and state and federal agencies. This level is usually determined when there is a terrorist attack or a major transportation incident involving multiple emergencies and potential casualties. VIVA has been elected as an active participant of Level 3 Response because of its professional consulting and technical background.

Bioremediation is an environmental cleanup process that uses of biological methods to restore contaminated land. One of these methods is the addition of bacteria and other organisms in contaminated soils to consume and neutralize concentrations of chemicals, in special, organic ‐carbon based compounds such as oils. VIVA has provided many facilities with the option to remediate their soils on site using this method as well as its maintenance and/or land closure for an affected area that was remediated using this process.
